At SMM Hamburg, the question was put plainly: what do shipping companies actually expect from a modern flag state administration? The answer, in one sentence from VDR CEO Dr. Martin Kröger, was this: „The best flag is the one you don’t have to think about.“
That sentence set the tone for the Deutsche Flagge panel discussion at the SMM Hamburg stand of the Federal Ministry of Transport, where our colleague Holger Schwesig joined a direct exchange between the shipping industry and the ministry. It was a conversation that covered real expectations and real progress.
More Service, Less Bureaucracy
Shipping companies operate across borders, time zones, and regulatory frameworks. Administrative friction is not a minor inconvenience. It has direct consequences for costs, crew management, and the attractiveness of a flag. What the industry is asking for is not deregulation, but simplicity: clear processes, fast responses, and a flag state that understands what operators actually need.
That is the direction the Deutsche Flagge has committed to. Wibke Mellwig of the Federal Ministry of Transport made clear that the requirements of shipping companies are shaping the administration’s development and pointed to concrete steps already under way.
A joint service team now handles all enquiries related to the Deutsche Flagge as a single point of contact. The application process has been moved to a simplified digital format. The reporting obligation for seafarers – a procedural requirement that generated administrative work without adding operational value – has been abolished. And the growing digital offer includes tools like the MediSee app, which gives crew members direct access to maritime medical support.
The Bigger Picture
Questions from the floor at the event touched on another dimension: how the Deutsche Flagge can support shipping companies in the transition to climate-neutral fuels. This is not a peripheral issue. It is one of the central strategic questions facing the entire industry over the next decade, and the answer will depend in part on what regulatory frameworks make possible and how quickly they adapt.
The Verband Deutscher Reeder actively promotes the German flag to its member companies. What it is calling for above all is pragmatism: solutions that work in practice, and decisions that come fast enough to matter.
Why This Matters for FAIRPLAY
For us, the discussion at SMM was a useful reminder of what is at stake in flag state policy and how much direct influence it has on day-to-day operations. We came away with a clearer picture of where the Deutsche Flagge is heading, and with confidence that the direction is the right one.
The best flag is the one you don’t have to think about. The work being done to get there is worth following closely.
